The SCOTUS had a chance to make a decision one way or the other. They didn't. They sent it back to the lower court for further review. My guess is that they don't want anything to do with this case and they're looking for a way to make an extremely narrow ruling, just like they did with the Colorado case.

The petition for a writ of certiorari is granted. The judgment is vacated, and the case is remanded to the Court of Appeals of Oregon for further consideration in light of Masterpiece Cakeshop, Ltd. v. Colorado Civil Rights Comm'n, 584 U. S. ____ (2018).There's the entire decision. The Masterpiece decision was extremely narrow - the SCOTUS ruled that the Colorado Civil Rights Commission showed anti-religious bias against the defendant, but declined to address the broader issue. I'm not sure what the SCOTUS wants the Oregon Court of Appeals to be looking at, but the implication is that they don't much want to make a broad decision this time, either.
Long story short, nobody won. It's a setback for the plaintiff but the case hasn't been decided.
