Yes, there is a difference. Remember when the Jews were on the run and God was amongst them.

God set out numerous laws and punishments. There were severe (death) punishments and less severe punishments/rules for sinning. That means God saw certain sins as worse than others.

I think we need to make a distinction between fallen angels and Satan not being Sons of God ANYMORE.
